Bloody February

I was wondering who came up with the less smart idea of letting February have 28/29 days? I mean it's unfair: if you get your salary on an hourly basis instead of monthly basis, your salary is lower in February whereas the rent for example is the same as the other months (unless you don't pay your rent on a daily basis).

One could argue that you have to A friend told me that February used to be the last month of the old Roman Calendar so when they figured that there were too many days to match a solar year they removed the days from the last month to keep the 30/31-days toggeling system.

However, both July and August have 31 days. Let August have 30 days (and toggle the rest, that is sep 31 days, oct 30...) put that extra day into February and you get alternating 30/31 days and a more fair distribution since Feb will then have 29/30 days. Not fair enough but still better than 28/29.

I have a theory, could someone verify/reject it: I believe the Roman leader Augustus named that month and July is named after Julius Ceasar. Perhaps Augustus didn't feel comfortable having a 30-day-month while Julius had 31 days?
